Larry serves as the Global Head of Compliance for PayPal's Blockchain, Crypto, & Digital Currencies (BCDC) Business Unit (includes the Xoom cross-border payments business) and Corporate Staff Units (spans Finance, Legal, Human Resources, Real Estate & Risk Platform), where he leads strategic risk & compliance-related initiatives pertaining to launching new products/features, expanding BCDC-Xoom’s geographic footprint, adhering to state/federal/region-specific regulatory requirements, and implementing enterprise-wide policies/procedures.  

Prior to joining PayPal, he spent several years in Fortune 500 corporate finance roles, and in KPMG’s Risk Consulting Practice. As a management consultant, his client experience spanned various areas within the consumer finance, mortgage, banking, and capital markets space, and functionally, Larry led project work streams focusing on Credit Risk, Operational Risk, Market Risk, Regulatory Risk, Internal Audit , Mortgage Operations, and Sarbanes–Oxley (SOX). Lastly, he is Certified Internal Auditor (CIA), holds the Financial Risk Manager (FRM) designation, is a crypto/digital assets enthusiast, and has an MBA from Columbia Business School (concentration in Finance).
