CMCC Global, a blockchain-focused venture capital firm backed by Hong Kong billionaire Richard Li, aims to provide support for entrepreneurs building companies in the industry.



Called the Titan Fund, it has a particular focus on early-stage startups operating in the blockchain verticals of infrastructure, fintech and consumer applications such as gaming, metaverse and non-fungible tokens (NFTs).



The Titan Fund&#8217;s investments will be directed towards equity investments in blockchain companies, not digital assets, according to a <a href="https://finance.yahoo.com/news/hong-kong-based-web3-blockchain-203600987.html">statement</a> released on Wednesday.&nbsp;



Block.one served as the anchor investor, pledging $50 million. CMCC Global, the fund&#8217;s initiator, also contributed a 15% general partner commitment.&nbsp;



Other notable investors include Richard Li&#8217;s Pacific Century Group, Hong Kong&#8217;s Jebsen Capital, Winklevoss Capital and Animoca Brands’ co-founder Yat Siu.



&#8220;The Titan Fund will empower great entrepreneurs to build the next wave of Web3 and blockchain powered fintech applications,&#8221; Gemini co-founder Cameron Winklevoss said in a statement.



&#8220;The last five years have seen a set of new unicorn companies emerge, the next five to ten years will see this trend continue to accelerate as mainstream adoption of blockchain technology proliferates,” he added.



The fund&#8217;s management is a collaborative effort between CMCC Global&#8217;s co-founders Charles Morris and Martin Baumann.&nbsp;

This institutional-grade fund is entrusted to State Street as the fund administrator, and EY assumes the role of auditor.&nbsp;



Among the fund&#8217;s initial five investments, two have been directed towards Hong Kong-based companies, Baumann told the South China Morning Post.&nbsp;



Although there isn&#8217;t a strict mandate specifying the allocation of capital to Hong Kong companies, the primary focus remains on investing in the most promising entrepreneurs globally, Baumann added.



The Titan Fund&#8217;s investment portfolio already includes various noteworthy ventures.&nbsp;



It played a leading role in backing Mocaverse, an NFT project by <a href="https://blockworks.co/tag/animoca-brands">Animoca Brands</a> in December.&nbsp;



Additionally, the fund invested in Terminal 3, a Hong Kong-based company specializing in blockchain-driven digital identity solutions.&nbsp;



Beyond these domestic investments, the Titan Fund ventured into international territory, supporting projects like Informal Systems, co-founded by seasoned crypto expert and <a href="https://blockworks.co/tag/cosmos">Cosmos</a> co-founder Ethan Buchman, as well as the NFT-focused ecommerce platform KickzMeta and its affiliated project, Mooncourt.&nbsp;



Further, it engaged with a San Francisco-based Y-combinator team dedicated to innovating in the realm of tokenization of enterprises and assets.



With Hong Kong&#8217;s recent introduction of a regulatory licensing program for digital asset operators, there&#8217;s been a surge in interest from various players, especially cryptocurrency exchanges.&nbsp;



However, it’s worth noting that crypto transaction volumes in Hong Kong <a href="https://blockworks.co/news/hong-kong-crypto-revival-china-ban-chainalysis">dropped by about $6 billion</a> between July 2022 and June 2023 compared to the previous year, following a tumultuous period for the industry.



This decline also made Hong Kong drop one place in Chainalysis’ most recent global crypto adoption ranking.

Billionaire-backed Hong Kong crypto VC pours $100M into blockchain fund

The US Securities and Exchange Commission announced charges against Titan Global Capital Management claiming that it made misleading disclosures due to compliance failures around client crypto assets.



Titan agreed to a cease-and-desist order, a censure, and will pay over $1 million which includes an $850,000 civil penalty and over $190,000 in prejudgment interest. However, according to a press release, Titan did not admit to or deny the SEC’s filings.



Under the SEC’s amended marketing rule, Titan did not provide material information when advertising hypothetical performance. 



The rule, <a href="https://www.sec.gov/news/press-release/2020-334">amended</a> in 2020, requires advisers to “standardize certain parts of a performance presentation in order to help investors evaluate and compare investment opportunities, and will include tailored requirements for certain types of performance presentations.”



The Monday press release claims that the violations occurred between August 2021 and October 2022.



Additionally, the <a href="https://blockworks.co/tag/sec">SEC</a> claims that Titan “made conflicting disclosures to clients about how Titan custodied crypto assets.” It also failed to “adopt policies and procedures” centered on personal trading in crypto for employees.



“The order also states that Titan self-reported to the SEC staff that it failed to ensure that client signatures were obtained for certain types of transactions in client accounts and agreed to settle related charges,” the SEC’s press release <a href="https://www.sec.gov/news/press-release/2023-153?utm_medium=email&amp;utm_source=govdelivery">said</a>.



The SEC alleges that Titan advertised an annualized performance result of up to 2,700% for the Titan Crypto Strategy, which the SEC claims was a misleading statement.



“Titan’s advertisements and disclosures painted a misleading picture of certain of its strategies for investors. This action serves as a warning for all advisers to ensure compliance,” said Osman Nawaz, chief of enforcement’s Complex Financial Instruments Unit.



Titan did not immediately respond to a request for comment.

SEC claims Titan made ‘conflicting disclosures’ about custodied crypto assets

Around the world, there’s plenty of electricity that’s generated but then wasted: There are hydroelectric plants with turbines that still churn despite a departed population or industry no longer there to consume the power, or a coal-fired plant that continues to burn even as the city it powers turns off its lights and heads to bed. The nature of electricity means there’s a lot of excess and waste in its generation.



After all, you can only produce electricity when you are using it. To date, there’s not an effective way to store power at scale. Power companies must target peak power needs, and excess power is simply wasted. 



In the last year there have been many <a href="https://cms.blockworks.co/zero-carbon-footprint-mining-new-growth-area-for-investors/" target="_blank" rel="noreferrer noopener">high-profile projects that seek to locate abandoned power</a> and build mining capacity around it. But a new project from bitcoin mining pool operator Titan proposes to take this a step further, and commodify hashing power to make it a tradeable, liquid commodity.&nbsp;



“The moment you translate electricity into hash rate now it&#8217;s actually a part of this global peer-to-peer network,” Ryan Condron, CEO of Titan, told Blockworks in an interview.&nbsp;

Condron explained that the Lumerin protocol would effectively monetize the inefficiencies of the grid, and allow power producers to avoid having to ramp down or ramp up production with changes in demand. Instead, miners attached to the grid could adjust operations as required — a much easier process than shutting down a coal-fired plant or restarting it in a short time frame.

“They can really run full tilt, and they&#8217;ll always have a customer for their electricity, regardless [of] where it is in the world,” he said. “So now, we have miners scouring the earth for this stranded electricity, and it&#8217;s just going to drive the cost of electricity lower and lower while we start tapping into grids that were inaccessible before.”



This also addresses the issue of centralization in bitcoin, as smaller pools could be created around power that is only occasionally available, such as when a city goes to sleep and turns out the lights.&nbsp;



“We really think that the idea of decentralization is one where we can take one mining facility with a hundred thousand devices, and we could actually divide it up rather than having one owner point all those hundred thousand devices, we can actually decentralize the control of those devices,” he said. “This will allow anyone to harness the power of crypto through bitcoin mining in a decentralized way.”&nbsp;



Condron says that the most interested group so far has been the power industry, who just “get it” when he describes the project to them, as it addresses such an obvious problem with a practical use case.&nbsp;



“My Dad worked at a nuclear power plant for 30-something years and I told him about what we were working on at Titan and his eyes almost popped out of his head,” Condron said, telling Blockworks that his Dad’s reaction was “yeah, we need that.”



Condron doesn’t yet have a timeline for the launch of Lumerin, but says there are ongoing conversations happening behind the scenes at this time.
