ACP-77 within the Etna upgrade enabled other L1 blockchains in the Avalanche Ecosystem to pay a continuous fee to the Avalanche Network in return for connectivity to the network. The PAYG fee is effectively the rent paid to the Avalanche P-Chain for the global services it furnishes to other sovereign L1s.
