Active addresses should not be used to measure "user" activity. It is an easily, and commonly, gamed metric that does not translate to the number of unique people or entities using a blockchain

Rolling 30-day annualized volatility of the hourly median transaction fee is the standard deviation of log-returns on each hour’s median fee, taken over the trailing 720 hours and annualized.

It quantifies how sharply the “typical” fee fluctuates. Low volatility signals consistently predictable costs, while high volatility reveals frequent congestion-driven spikes in the median fee.
